Dubya was allegedly intending to make an announcement about a return to the Moon at the Kittyhawk centenary event last month, but in the event stayed silent. But even if he speaks out this time, I don't think either he or Congress will commit any real money to it, because (apparently) he isn't very interested in space exploration. His real reason for this announcement will be to divert public attention from his failures elsewhere -- just as JFK announced a commitment to a manned Moon landing in the wake of the failed invasion of Cuba at the Bay of Pigs.

Conclusion: it won't mean a thing. Crewed space exploration is, I think, O-V-E-R.

And a damn good thing it is too. Imagine how the 'Bush' camp might treat the political situation if they thought they could relocate themselves to a place where nobody could get back at them.
